寄宿費評估方式的變化

2026 年 3 月 2 日起,我們將採用新的方式來評估您所收取的寄宿費,這亦涉及到住房補貼及公共(社會)住宅的租金的計算。

變化摘要

2026 年 3 月 2 日起,您收取的所有寄宿費款項將被納入以下評估:

  • 計算您可獲得的住房補貼金額(例如住宿補貼或臨時額外補助),及
  • 計算您需要支付的公共住宅租金,即「收入關聯租金(IRR)」。

目前,只有當您有三位或以上寄宿者時,寄宿費所得才會納入考量(寄宿費作爲您主要收入來源的情況除外)。

該變化可能導致您收到的住房補貼金額減少,或需要支付更高的收入關聯租金。

將寄宿費算作收入的相關計算方法亦有調整。這就是說某些情況下,寄宿費中的部分款項將被視為收入。

以下兩項均屬於寄宿費:

  • 住宿與餐食的費用,適用於餐食金額難以單獨計算的情況。其中亦會包括其他服務費用(例如電費),或
  • 由同住於公共住宅但其姓名未體現在租賃協議上的人士支付的款項,租戶的配偶或受養子女除外。

2025 年 8 月 起,我們將開始收集寄宿費相關資料。這有助於我們於 2026 年 3 月 2 日起根據所需資料正確計算補貼金額。

收集寄宿費相關資料

2025 年 8 月起,我們將向部分獲得住房補貼或居住於公共住宅的人士寄送電郵或信件。 

住房補貼包括: 

  • 住宿補貼
  • 臨時額外補助
  • 特殊給付
  • 為單親學生提供的住宿補助,及
  • 離家津貼。

如果您收取寄宿費,則可透過 MyMSD 於網上申報,或填寫紙本表格。

我們將收集的資料

我們會索要您的:

  • 姓名和地址
  • 住宿開支相關資料
  • 寄宿者姓名
  • 寄宿者出生日期(如有)
  • 寄宿者聯絡方式,及
  • 寄宿費金額。

我們持有之非客戶寄宿者的資料

如果寄宿者不是我們的客戶,我們僅會保存他們的基本資料。即名字、姓氏首字母,及其支付的寄宿費金額。

這會更方便您告知我們最新的寄宿者與寄宿費資訊。

我們將比對寄宿費金額是否一致

如果您的寄宿者亦獲得我們提供的住房補貼,我們將比對您申報的寄宿費金額是否與他們所申報的一致。

金額不一致時,我們可能會聯絡您和寄宿者,以確認準確的金額。

如果您是支付寄宿費的一方,且比對結果導致您申報的寄宿費金額有所改變,則會影響您獲得的住房補貼。

我們將於明年初告知您付款金額

如果您有收取寄宿費的情況,我們將在 2026 年 1 月或 2 月通知您新的金額(如有變化)。

2026 年 3 月前您的付款不會改變。

付款金額將於 2026 年 3 月起發生變化

如果您有收取寄宿費:

  • 您獲得的住房補貼可能會減少。該生效時間為 2026 年 3 月 2 日。
  • 您需支付的收入關聯租金可能會增加。其生效時間為 3 月 2 日之後,可能是下一次年度租金審核之後,或根據您的情況變化而定。

為何要進行這些改變

2024 年公布的財政預算案中,本次變化包括在内。此舉避免社會發展部(MSD)為同一住宿開支重複發放補貼。也就是說,租戶(或業主)與寄宿者都收到針對同一住宿開支的住房補貼。 

同時也是為了解決在計算住房補貼與公共住宅租金時,租屋者與寄宿者的待遇有差異的情況。

住房補貼

評估住房補貼時,我們會考量您是否有收取寄宿費。

目前,只有當您有三位或以上寄宿者時,寄宿費所得才會被納入計算(寄宿費作爲您主要收入來源的情況除外)。

2026 年 3 月 2 日起,我們會將所有寄宿費總額的 62% 納入計算(其餘 38% 被視為餐食或其他服務費用,因此不會計入)。這表示您獲得的住房補貼可能會減少,因為我們認為所有寄宿費所得足以應付您的部分住宿開支。

住房補貼包括:

  • 住宿補貼
  • 臨時額外補助
  • 特殊給付
  • 為單親學生提供的住宿補助,及
  • 離家津貼。

例子

Kingi 每週支付 $600 房租。有兩位寄宿者向他支付寄宿費,分別為每週 $150 與 $200。

目前計算他的住宿開支時,這兩筆寄宿費未算在内。換言之,他的住宿開支為 $600。

2026 年 3 月 2 日起,我們將計入所有的寄宿費:

  • 所有寄宿費的總額為 $150 + $200 = $350。
  • 寄宿費總額的 62% 為 $217。
  • 住宿開支減去該金額後為 $600 − $217 = $383。
  • Kingi 住宿開支為每週 $383。
  • 由於 Kingi 的住宿開支從每週 $600降至 $383,他獲得的住房補貼可能會減少。

收入關聯租金的計算

計算您的收入關聯租金(IRR)時,我們會評估您的家庭每週總收入。目前,僅在以下情況寄宿費才會被視為收入:

  • 寄宿費是您的主要收入來源(每週總收入會算作每週收入),或
  • 有三位以上寄宿者向您支付費用(我們會排除其中金額最高的兩筆,僅將其餘總額的 62% 算作每週總收入)。

2026 年 3 月 2 日起,我們會將您所有寄宿費所得的 62% 納入考量,以計算您應支付的 IRR。您可能因此需支付更高的 IRR。

若計算出的 IRR 金額超過該物業的市價租金,您只需按市價進行支付。

收入關聯租金的任何變化將於 2026 年 3 月 2 日後生效,生效時間可能是:

  • 下一次年度租金審核之後,或
  • 根據您的情況變化而定。

例如 2026 年 3 月 2 日後

Vanessa 居住在公共住宅中,每週支付 $400 IRR。有兩位寄宿者向她支付寄宿費,分別為每週 $150 與 $250。

那麽自 2026 年 3 月 2 日起:

  • 所有寄宿費的總額為 $150 + $250 = $400,
  • 寄宿費總額的 62% 為 $248。

我們計算她的租金關聯收入時,會加入這筆金額。即表示她的 IRR 將從 $400 增加至 $648。

若 IRR 金額超過該物業的市價租金,她只需按市價進行支付。

什麽情況下寄宿費所得會被視作收入

在某些情況下,您收取的寄宿費可能會被視為收入,並據此計算您獲得的大多數補貼。

您收取之寄宿費總額的 62% 或許會高於您的住宿開支。這時,超出的部分會被視為收入,並據此計算您獲得的補貼(如果您居住於公共住宅,則不適用)。

如果您居住於公共住宅,則需要檢視寄宿費所得的 62% 是否高於該物業的市價租金。任何超出的部分亦會被視為收入,並據此計算您獲得的補貼。

例子 - 不居住於公共住宅

您的住宿開支為每週 $300。有兩位寄宿者每週向您支付總額為 $600 的寄宿費。您收取之寄宿費總額的 62% 為 $372。超出住宿開支的部分為 $72。

這 $72 將被視為收入,並據此計算您獲得的大多數補貼。

例子 - 居住於公共住宅

您居住於公共住宅,物業市價租金為每週 $500。有三位寄宿者每週向您支付總額為 $900 的寄宿費。您收取之寄宿費總額的 62% 為 $558。超出市價租金的部分為 58 元。

這 58 元將被視為收入,並據此計算您獲得的大多數補貼。
