寄宿费评估方式的变化

从 2026 年 3 月 2 日起,我们将采用新的方式来评估您收取的寄宿费,其中包括住房补贴和公共(社会)住房。

变化摘要

自 2026 年 3 月 2 日起,您收取的所有寄宿费款项将被纳入以下评估:

  • 计算您可以获得多少住房补贴(例如住宿补贴或临时额外补助),以及
  • 计算您需要支付的公共住宅租金,即“收入关联租金(IRR)”。

目前,只有当您有三位或以上寄宿者时,寄宿费所得才会纳入考量(寄宿费作为您主要收入来源的情况除外)。

这一变化意味着您的住房补贴可能会减少,或者需支付更多的收入相关租金。

将寄宿费算作收入的相关计算方法也会有调整。这意味着某些情况下,寄宿费中的部分款项将被视为收入。

以下两项均属于寄宿费:

  • 住宿与餐食的费用,适用于餐食金额难以单独计算的情况。还可能包括其他服务,例如电力,或
  • 由同住于公共住宅但其姓名未体现在租赁协议上的人支付的款项,租户的配偶或受养子女除外。

我们将从 2025 年 8 月开始收集寄宿费相关信息。这有助于我们于 2026 年 3 月 2 日起根据所需资料正确计算补贴金额。

收集寄宿费相关信息

从2025年8月起,我们将向一些从我们这里获得住房补贴或居住在公共住房的人发送电子邮件或信件。 

住房补贴包括:

  • 住宿补贴
  • 临时额外补助
  • 特殊补助
  • 单亲学生的住宿补助,以及
  • 离家津贴。

如果您收取寄宿费,则可通过 MyMSD 在网上申报,或填写纸本表格。

我们将收集的信息

我们会要索要您的:

  • 姓名和地址
  • 住宿费用信息
  • 寄宿人姓名
  • 寄宿人的出生日期(如果知道)
  • 寄宿人的联系方式,以及
  • 寄宿费金额。

我们持有的非客户寄宿者的资料

如果寄宿者不是我们的客户,我们仅会保存他们的基本资料。即他们的名字、姓的首字母和他们支付的食宿金额。

这会更方便您告知我们最新的寄宿者与寄宿费信息。

我们将检查寄宿费金额是否一致

如果您的寄宿者也获得我们提供的住房补贴,我们将比对您申报的寄宿费金额是否与他们所申报的一致。

金额不一致时,我们可能会联络您和寄宿者,以确认准确的金额。

如果您是支付寄宿费的一方,且比对结果导致您申报的寄宿费金额有所改变,则会影响您获得的住房补贴。

我们会在明年初通知您付款金额

如果您有收取寄宿费的情况,我们将在 2026 年 1 月或 2 月通知您新的金额(如有变化)。

 2026 年 3 月前您的付款不会发生变化。

付款金额将于 2026 年 3 月起发生变化

如果您有收取寄宿费:

  • 您获得的住房补贴可能会减少。这将从 2026 年 3 月 2 日起生效。
  • 您需支付的收入关联租金可能会增加。其生效时间为 3 月 2 日之后,可能是下一次年度租金审核之后,或根据您的情况变化而定。

为什么要进行这些改变

2024 年公布的财政预算案中,本次变化包括在内。此举避免社会发展部(MSD)为同一住宿开支重复发放补贴。也就是说,租户(或业主)与寄宿者都收到针对同一住宿开支的住房补贴。 

同时也是为了解决在计算住房补贴与公共住宅租金时,租屋者与寄宿者的待遇有差异的情况。

住房补贴

评估住房补贴时,我们会考虑您是否有收取寄宿费。

目前,只有当您有三位或以上寄宿者时,寄宿费所得才会被纳入计算(寄宿费作为您主要收入来源的情况除外)。

2026 年 3 月 2 日起,我们会将所有寄宿费总额的 62% 纳入计算(其余 38% 被视为餐食或其他服务费用,因此不会计入)。这表示您获得的住房补贴可能会减少,因为我们认为所有寄宿费所得足以应付您的部分住宿开支。

住房补贴包括:

  • 住宿补贴
  • 临时额外补助
  • 特殊津贴
  • 单亲学生的住宿补助,以及
  • 离家津贴。

例子

Kingi 每周支付 $600 的房租。有两位寄宿者向他支付寄宿费,分别为每周 $150 与 $200 。

目前计算他的住宿开支时,这两笔寄宿费未算在内。换言之,他的住宿开支为 $600。

2026 年 3 月 2 日起,我们将计入所有的寄宿费:

  • 所有寄宿费的总额为 $150 + $200 = $350。
  • 寄宿费总额的 62% 为 $217。
  • 住宿开支减去该金额后为 $600 − $217 = $383。
  • Kingi 住宿开支为每周 $383。
  • 由于 Kingi 的住宿开支从每周 $600降至 $383,他获得的住房补贴可能会减少。

收入相关租金的计算

计算您的收入相关租金(IRR)时,我们会评估您的家庭每周总收入。目前,仅在以下情况寄宿费才会被视为收入:

  • 寄宿费是您的主要收入来源(每周总收入会算作每周收入),或
  • 有三位以上寄宿者向您支付费用(我们会排除其中金额最高的两笔,仅将其余总额的 62% 算作每周总收入)。

租金计算

2026 年 3 月 2 日起,我们会将您所有寄宿费所得的 62% 纳入考虑,以计算您应支付的 IRR。这意味着您可能会支付更高的 IRR。

若计算出的 IRR 金额超过该物业的市价租金,您只需按市价进行支付。

收入相关租金的任何变化将于 2026 年 3 月 2 日后生效,生效时间可能是:

  • 下一次年度租金审核之后,或
  • 当您的情况发生变化时。

例如 2026 年 3 月 2 日后

Vanessa 居住在公共住宅中,每周支付 $400 IRR。有两位寄宿者向她支付寄宿费,分别为每周 $150 与 $250。

那么自 2026 年 3 月 2 日起:

  • 所有寄宿费的总额为 $150 + $250 = $400,
  • 寄宿费总额的 62% 为 $248。

我们计算她的租金关联收入时,会加入这笔金额。即表示她的 IRR 将从 $400 增加至 $648。

若 IRR 金额超过该物业的市价租金,她只需按市价进行支付。

在某些情况下,您收取的寄宿费可能会被视为收入,并据此计算您获得的大多数补贴。

您收取之寄宿费总额的 62% 或许会高于您的住宿开支。这时,超出的部分会被视为收入,并据此计算您获得的补贴(如果您居住于公共住宅,则不适用)。

如果您居住于公共住宅,则需要看寄宿费所得的 62% 是否高于该物业的市价租金。任何超出的部分也会被视为收入,并据此计算您获得的补贴。

例子 - 不居住于公共住宅

您的住宿开支为每周 $300。有两位寄宿者每周向您支付总额为 $600 的寄宿费。您收取之寄宿费总额的 62% 为 $372。超出住宿开支的部分为 $72。

这 $72 将被视为收入,并据此计算您获得的大多数补贴。

例子 - 居住于公共住宅

您居住于公共住宅,物业市价租金为每周 $500。有三位寄宿者每周向您支付总额为 $900 的寄宿费。您收取之寄宿费总额的 62% 为 $558。超出住宿开支的部分为 $58。

这 $58 将被视为收入,并据此计算您获得的大多数补贴。
