Proposed 1 July 2020 changes to NZ Super and Veteran's Pension delayed

Last year, the Government proposed changes to New Zealand Superannuation (NZ Super) and Veteran's Pension. A decision has been made to delay introducing these.

The proposed changes were planned to come into effect on 1 July 2020, as part of the 2019 Budget. The new date for these proposed changes is now 9 November 2020. This will be dependent on legislation passing.

What the proposed changes are

There are 2 key proposed changes that, when finalised, aim to make NZ Super and Veteran’s Pension simpler. These are:

  • closing the option to include non-qualifying partners in payments
  • changing how we make some overseas pension deductions.

There are also other changes proposed to help simplify NZ Super and Veteran’s Pension payments, from 9 November 2020. These are:

  • changing the residency criteria to include time spent working for recognised New Zealand charities overseas, and
  • people living in mobile homes located outside of caravan parks will be eligible for the living alone rate.

Right now, you don’t need to do anything. These changes still need to be passed into legislation.

As we get closer to 9 November 2020, we’ll write to people affected and let them know what it means for them. We’ll also have more detailed information on our website.

  • Why the changes are delayed

    After careful consideration and discussion with the Government, a decision has been made to delay introducing these proposed changes for now. This will allow us to continue supporting people affected by COVID-19 and ensure they get the help they need.

  • Changes to non-qualifying partners

    Currently, some people getting NZ Super or Veteran's Pension can choose to include their partner who doesn't qualify for these, into their payments.

    From 9 November 2020, it's proposed people won't be able to include a non-qualifying partner into their payments. Instead, their partner would be able to apply for other kinds of assistance.

    You can still apply to include a non-qualifying partner in your NZ Super or Veteran's Pension payment up until the changes come into effect. There haven't been any changes to eligibility criteria right now.

    If your partner is included in your payments before 9 November

    Your partner will continue to be included in your payments after 9 November unless your circumstances change. For example, your income goes above the cut-off point. If this happens, we'll talk with both of you about your options and how we may be able to help.

  • Changes to overseas pensions

    Currently, if your partner gets an overseas pension, this can affect your NZ Super or Veteran's Pension payment. This depends on the amount of their overseas pension.

    From 9 November 2020, it's proposed your NZ Super or Veteran's Pension won't be affected by your partner's overseas pension. This change means you'll be treated more as an individual.
